Serial Rumour. Action proposed. Action taken. No. 17. Contd. (ii) One group of parachutists in Holland, near Rotterdam, surrendered to the Dutch after resisting for a day. Proposals for overt propaganda are being referred to the Air Ministry. (a) Passed to S.I.S. for circulation through their agencies. They had lost 80% of their number. One of the survivors tried to continue resistance; he was thereupon shot by his companions, who were unwilling that the folly of one man who would not surrender should make it impossible for all the others to have the benefit of being taken prisoners of war.
