The Board were at first disposed to think that it would be undesirable for the American representatives to work at Richmond Terrace, which is a focal point for matters of high importance, and is therefore likely to be watched both by the Press and the enemy. But reasons of security, convenience and natural official procedure lead the Board to think that its advantages outweigh the disadvantages.
