The Sub-Committee consider that this omnibus communique would also be of value for home consumption. In order that it should not fall flat, however, it would be necessary for any interim communiques issued by the Service Departments to be restricted so far as possible to important events whose early notification to the public was considered necessary. 5. THE SUB-COMMITTEE therefore recommend (a) that the Ministry of Information should prepare, in conjunction with the Service Departments and the Ministry of Home Security, a daily "omnibus communique" primarily intended for foreign consumption, to include all important items of information emanating from the Service Departments and the Ministry of Home Security for the past 24 hours.
