LAND FORCES. 9. Italy is not in a position to maintain her present scale of military equipment in the event of entering upon large scale operations. She is very short of certain essential equipment, particularly artillery equipments, and her factory capacity for army equipment is also short. 10. If, on the other hand, the operations were to be confined to a campaign against Egypt from Libya, she would be unable to operate more than a maximum of 8 divisions. In this case, in addition to reserves in Libya, she would be able to draw upon reserves in Italy, and consequently her dependence on Germany should not be increased for a considerable time.
