8. There is no evidence at all to support the view that organisation within the countries concerned, other than Poland and Czechoslovakia, will have proceeded sufficiently far by March 1941 to justify a prediction that these countries will be ready for, or able to, revolt. On the other hand, if measures are put in hand, the organisations may by that time have already been stated and may by that time already begin to show reasonable results. It was with this end in view that the Bordeaux project now in hand by M.I.(R) was initiated.
