APPENDIX 'A'. MAIN LINES OF SOVIET FOREIGN POLICY. Soviet foreign policy has always been and remains essentially opportunist. Its general aim is to extend Soviet domination, but only in so far as this can be achieved without serious risk of a clash with a Great Power. The present struggle between Great Britain and Germany has made it possible for the Soviet Union to embark with impunity on a profitable policy of territorial expansion and it is clearly to the interest of the Soviet Union that the war should be a long one and should lead to the exhaustion of both belligerents.
