The Chiefs of Staff, at a meeting held on 15th July (C.O.S.(40) 223rd Meeting, paragraph 3) agreed that an Inspector should be sent to the Balkans and Middle East and another to South America. As regards the Balkans and Middle East, a telegram has been sent to G.H.Q., Middle East, asking that a suitable officer should be found to tour and report. For South America, an officer is being selected. The War Office are issuing full instructions to these Inspectors (for preliminary instructions, see Paper No.
