should get to know the leading figures both in the political, the commercial, and the social Worlds, and in particular you should not disregard the question of organising the younger members of the community. Through the British community you may have an opportunity of learning much about the native population and of German and Italian communities. You should seek a means of getting personal contact with the leading figures in the Local Government and in the local commercial and social worlds, but in meeting these the greatest discretion should be observed to prevent any mention of the object of your visit becoming known to them.
