3. From time to time criticisms are levelled against Embassy Staffs, etc. for their failures and lack of initiative in the propaganda field. Do critics make sufficient allowance for the fact that until recently such activities were foreign to the traditions of the Diplomatic and Combatant Services and outside their experience? Without a powerful lead from above, and clear and considered guidance as to the objects to be gained, it must be difficult for them successfully to compete with a highly organised German system.
