7. Conclusion:In view of the facts that:(1) (2) (3) should the present system of routeing telegrams from the German and Italian Legations in Dublin be stopped, use could still be made by them of despatch of such telegrams via neutral countries, e.g. Spain. it would not be possible to differentiate between enemy and neutral Legations if the despatch of telegrams was to be stopped. information is now being obtained from certain telegrams, notably in the case of Italy and certain neutrals such as Japan.
