Examination here of possibility of surprise Japanese attack concludes:(a) that occupation of East coast ports by minor forces could be effected without warning. (b) that collective major expedition might be detected and its sailing probably reported 5 days before arrival at destination but destination whether Netherlands East Indies, Malaya or South Thailand would be unknown until last moment.
