ANNEX. PROCEDURE FOR DRAFTING JOINT INTELLIGENCE SUB-COMMITTEE REPORTS ETC. Memorandum prepared by the Director of Military Intelligence. 1. Where a Joint Intelligence Sub-Committee paper is such that it can be dealt with by the junior representatives of the Joint Intelligence Sub-Committee, they will, after being briefed by their Directors, deal with the paper at their daily meeting, and will be authorised to append their Director's signatures thereto. 2. Where a report is required and is beyond the competence of the junior members of the Committee, a drafting sub-committee composed of representatives of the Foreign Office, the Service Ministries and other Departments concerned will meet and prepare the first draft.
