him to take up the question of attaching officers to His Majesty's Legations in neutral countries as Cipher Officers or with some similar title, and it is considered that the Foreign Office should be asked to investigate this possibility as a matter of urgency. 4. THE ACTIVITIES WHICH IT IS DESIRED TO PROMOTE:(a) Contact with the General Staff of the neutral country concerned with a view to the organisation of guerrilla warfare. (b) The extension and improvement of the arrangements both regular and irregular for the demolition of vital points.
