ANNEX. INTELLIGENCE DIVISION, NAVAL STAFF, ADMIRALTY, S.W.1. X X X 25th May, 1940. I should like the J.I.C. to discuss, as a matter of urgent importance, the question of all possible means of obtaining advance intelligence of any attempted invasion of this country. The arrangements already in force for obtaining advance intelligence of enemy intentions or movements are:l. Occasional air reconnaissance of German North Sea, Dutch and Belgian ports. 2. Secret service reports, which, since the invasions of Germany's neighbours, provide very little information and that is out of date.
