in Norway would apply to a certain extent, though not to the full extent, owing to the superiority in numbers of the German Air Force. It would, however, appear essential for adequate port facilities to be available in Holland, Belgium or North-East France and the importance of destroying such facilities must be stressed. The present state of these ports is given in the Annex. In their absence the possibility of convoying troops from North-West German ports in the circumstances envisaged cannot be ruled out though it may be difficult.
