ANNEX I. Cypher Telegram from the O.A.G. of the Straits Settlements to the Secretary of State for the Colonies. Dated 11th May, 1940. Received 11.30 a.m. 11th May, 1940. MOST IMMEDIATE. No. 116. Government House. Secret. Presume effect of alliance with Netherlands automatically places us in state of war with Japan in case of move against the Netherlands East Indies. In this connection I must draw attention to the fact that this country is not (repeat not) in state of emergency and that some weeks would be required to put defensive measures into operation.
