INSTRUCTIONS. The proposed mission can be divided into (1) exchange of views and information with the Turkish authorities, (2) exchange of views with the French authorities in Paris and Syria, and (3) Intelligence Conference at Cairo. 2. The chief purpose of Mr. Maclean's visit to Turkey will be to ascertain what first-hand information the Turks are at present obtaining from Transcaucasia and Soviet Central Asia, and what contacts they possess in those regions. Having ascertained this, he will be better able to judge how next to proceed.
