ANNEX. MEMORANDUM BY THE DIRECTOR OF INTELLIGENCE, AIR MINISTRY. In C.O.S. full Paper No.(39) 125 the question of sea-borne and air-borne attack on the United Kingdom was examined and conclusions and recommendations set out:"The main conclusions we have reached as to the risks of air-borne and sea-borne raids on, or invasion of the British Isles can be summarised as under:(i) We confirm the conclusions in our previous report that small-scale parachute raids or small unescorted sea-borne land attacks are possible, but do not constitute a serious threat.
