7. Of these 6(a) seems the most satisfactory, if an aircraft can be made available with the necessary radius of action and ceiling. Failing this, an aircraft touching down in Finland, provided the necessary permission can be obtained. 8. It would probably be necessary for a ship to report weather conditions if a long-range aircraft were used, so that the aircraft could proceed on receipt of a favourable report. 9. If a non-stop flight from the British Isles is carried out, it might become necessary for the aircraft to fly over Norwegian, Swedish, Finnish and Russian territory, in which case it would presumably be of importance that she should remain undetected, or at least, unidentified.
