5. The next stage of the enquiry should make it possible to deduce the decisions on the size and character of the German armed forces which the German High Command may be forced to make during 1940. We think that a number of limiting "bottle-necks" may make their presence felt in Germany during 1940 and may force the authorities to choose between alternative courses of action. In making these decisions they will have to take into account the necessity of maintaining their civilian population and their export trade as well as providing for their armed forces.
