3. To put into effect the recommendation of the Chiefs of Staff, it is now desired to establish the co-ordination envisaged on a more permanent and substantial basis. It is accordingly suggested that the Director of Military Intelligence, on his next visit to France, take up this matter again with the French to enquire as to the progress made and the machinery of liaison. Unless the French have other views, it is suggested that the link between the Director of Military Intelligence and General Koeltz will normally be sufficient, and that during special periods prior to intended operations, this will be supplemented by a meeting as often as may be necessary between the Inter-Services Security Board and a French representative to be appointed by General Koeltz.
