E C R E T. GENERAL DISTRIBUTION. From: FINLAND. Telegram (en clair) from Mr. Vereker, (Helsingfors). 15th March, 1940. D. 11.05 p.m. 15th March, 1940 R. 8.30 a.m. 16th March, 1940. No. 218. Following is summary of Finnish Soviet Peace Treaty. Article 1 provides for cessation of hostilities in conformity with annexed protocol. Article 2 defines territory ceded to Russia namely entire Karelian Isthmus with Viborg and Viborg Bay and islands therein, western and northern coast area of Lake Ladoga with towns of Kakisalmi and Sortavala and Suojarvi village, certain islands in Finnish Gulf, area east of Markajarvi with Kuolajarvi village and parts of Rybachi and Sredni peninsulas.
