that it is essential that we should have the power adequately to control telephone traffic to Ireland on such occasions. We are aware that this problem has been fully investigated by the War Cabinet Committee on Leakages of Information, under the Chairmanship of Lord Hankey, and that it was on the recommendation of this Committee that the present system, whereby telephone conversations with Ireland are listened to, was instituted. We feel though that this system cannot be completely effective unless the necessary apparatus is installed to allow of undesirable calls being cut off.
