(b) Are propaganda leaflets dropped by air to be included in the means of propaganda in these countries in the event of war. (c) If the answer to (b) is in the affirmative, who is to be responsible for (i) Drafting (ii) Printing these leaflets, and with regard to printing it is to be realised that there are no Security printing facilities available locally for Arabic, while there is no Amharic press at all. 8. With reference to preparations which will be required before active propaganda after the start of hostilities can be undertaken, the G.O.C.-in-C.
