ENCLOSURE, TRANSPORTATION OF RUSSIAN OIL. 6. The Black Sea provides a link in the routes by which oil is distributed in South-West Ukraine, the Crimea and for export. The total requirements of South-West Ukraine and the Crimea are likely normally to be under 3 million tons per annum. with land forces operating near the Roumanian frontier, much larger quantities would be required and could be conveyed by the Trans-Caucasian pipelines (5 million tons) and railways (5-6 million tons) from the wells to Batum and Tuapse for shipment by tanker vessels, of which there is ample capacity in the Black Sea.
