POSSIBILITY OF STAGING AN ATTACK ON THE RUSSIAN OIL FIELDS. 4. As pointed out in Enclosure A, there are political as well as strategical difficulties in staging an attack on these oil fields. It is improbable that either the Persians or the Turks would allow of such an attack being mounted from their territory in present circumstances. An attack might, however, be launched from Iraq. For this reason it is considered that the distances from Mosul, given in paragraph 13 of Enclosure C are more immediately relevant than those from places in Persia and Turkey, which were included in the letter from the Minister of Supply.
