I believe the whole question, although it sounds somewhat grandiose, has a very real practical bearing, and I know that that is the View which is held by a great many friendly Russians in this country today. These same Russians believe that Stalin's Baltic move has had as its object to safeguard the U.S.S.R. from any offensive against Leningrad on the one hand or the Black Sea on the other. The capture or destruction of any great city in Russia, particularly of Leningrad, would Drove a signal for internal anti-Communist riots.
