While this may have sufficed in peace, the position is not satisfactory under war conditions. He is overworked and unable to devote adequate time and consideration to either role. I discussed the matter with the A.O.C., the S.I.S. representative and the Governor. It was agreed that the appointment of a qualified Defence Security officer is urgently necessary.
