PRESIDENT OF THE COUNCIL. MOST SECRET. 21st July, 1939. No. 1496/DN.3 MEMORANDUM for the General, Chief of the Army General Staff. (2nd Bureau) An extract of a letter 698-3/E.M.Col. sent on the 6th July, 1939; by the General, Chief of the General Staff of the Colonies to the General, Chief of Staff of National Defence, is forwarded herewith. This refers to the adoption of a Franco-British cipher code which can be used in all overseas theatres of war. This question has already been settled as regards Naval operations by the British Admiralty and the French Navy.
