MAJOR PARKINSON explained the system adopted for grading B.I.O.S. reports. When a report was received by B.I.O.S., it was referred in the first instance to the Ministry most closely concerned or who had sponsored the report. The report was then given a security classification, each Ministry having their own machinery for so doing. Ministries were fully aware of previous reports and classifications concerning any particular subject under reference, so that compromised material was taken into account and the lowest classification awarded accordingly.
