Attention was drawn to paragraph 4(e) of the Memorandum under reference, which stated that the Inter-Service Intelligence Staff would be the link between Security Intelligence, Far East, and the Secret Intelligence Service on the one hand, and the Military and Civil Authorities on the other. It was hoped that this did not mean that the responsibility of the Security Intelligence, Far East, and the Secret Intelligence Service to individual Services would be removed. AIR VICE MARSHAL PENDRED assured the Sub-Committee that the effect of this paragraph would in no way remove individual responsibility to Service Ministries, but it was intended to enable the Departments concerned to approach the Joint Intelligence Committee for advice when necessary.
