COLONEL QUILL said that although there was no factual evidence pointing to the migration of a significant number of German scientists from the British Zone, the rigours of the coming winter combined with increasing depression at the lack of prospects of technical employment in our Zone would, in all probability, cause many to yield to Russian attempts at enticement. The main factors had already been stressed in a reportø from Germany, and he suggested that it be recommended to the Chiefs of Staff that the Control Commission for Germany be pressed again to hasten, within the terms of the Potsdam Agreement, the technical employment of the German Scientists in the British Zone MR.
