(iv) Although at first he had experienced a certain reluctance on the part of the Canadians to discuss matters of their relationship with the United States in connection with the Joint Defence Board, after he had explained our close relations with the Americans, they agreed to have closer collaboration with us in this matter. (v) In Washington he had an interview with General Vandenberg, lately installed in his new appointment. After some discussion he had come to the conclusion that General Vandenberg embodied in person functions in Washington which were the functions of the Sub-Committee in London.
