'Y' MR. CHURCHILL said that although the British Mission would be administered by the Control Office, it would come under the policy direction of the Commander-in-Chief in Germany. The Joint Intelligence Committee in Germany were the Commanders-in-Chief's Security Advisers, and, therefore, it would appear appropriate for the Sub-Committee to send security guidance to the Joint Intelligence Committee in Germany. The Control Office in London were preparing a general directive on the subject of the Exchange of Missions and, If the Sub-Committee agreed, he could arrange for mention to be made, in that general directive, of the fact that the Sub-Committee were sending separately to the Joint Intelligence Committee in Germany a memorandum on Security.
