2, EXCHANGE OF MISSIONS BETWEEN BRITISH AND RUSSIAN ZONES IN GERMANY THE SUB-COMMITTEE referred to a telegramfrom the Joint Intelligence Committee, Control Commission for Germany, reporting that an agreement had been reached with the Russians for an exchange of Missions in respective Zones with considerable freedom of movement. Our Mission would probably number not less than ten and it was suggested that this figure should include four fairly high ranking Intelligence Officers representing the three Services and a scientific expert, all of whom, if possible, should be Russian speakers.
