'X' (3) As regards Estimates for 1947, although it was not advisable or necessary to include in Estimates for 1947 and the following years, as much detail as had been included in pre-war Estimates, more detailed guidance was required from the Sub-Committee as to what details should be omitted on security grounds. Staffs would not be available at least for some time in sufficient strength to allow of Estimates to be prepared in very great detail. In presenting Estimates to the Estimates Committee, the reason for the omission of certain detals which had previously been contained in Estimates would have to be explained, and security would be one of those reasons.
