MR. ROGER ALLEN said that he thought that the Americans feared that leakages of intelligence would occur if the organisation was broadened outside the Combined Organisation, whereby scientists associated with commercial interests might pass on information. There was general agreement that a shortened form of letter should be sent. (At this point the Director of Military Intelligence left and Sir Stewart Menzies and Lieutenant-Commander Welsh joined the meeting.) SIR STEWART MENZIES suggested that the most suitable persons to be attached to the Joint Scientific Intelligence Committee for liaison duties with the Combined Intelligence Organisation would be one of the Scientific Staff of the Directorate of Tube Alloys and Lieutenant Commander Welsh representing the London Branch of the Combined Anglo-American Intelligence Organisation.
