BRIGADIER MAUNSELL referring to ADLON/4 said that General Eisenhower had given instructions for full collaboration with the Russians with certain reservations. Russian representatives were in Frankfurt and he expected that they would soon be asking F.I.A.T. (British) for facilities. Until he received other instructions he proposed to give them facilities, but with certain reservations. THE DIRECTOR OF NAVAL INTELLIGENCE said that the Chiefs of Staff had agreed that exchanges of this kind with the Russians should be on a reciprocal basis.
