CAPTAIN CAMPBELL agreed with the proposals of the Security Service and that the question should be reviewed after about a year. He felt that a long-term policy need not be decided now. AIR COMMODORE ELMHIRST said that we would undoubtedly get great value from the proposed importation of German scientists, who in some fields of research were ahead of ours. He agreed with the proposal to take a period of one year at the end of which the position should be reconsidered. THE SUB-COMMITTEE:(i) Agreed to the memorandum by the Security Service with the addition of a reference to the cases of Lachmann and Professor Kapitza and subject to the comments of "C".
