SIR EDWIN HERBERT said he would like to make it clear that the Joint Intelligence Bureau would be only one of the bodies with which the Standing Inter-Departmental Committee on Censorship would require to collaborate. He felt that advantage should be taken of the period between now and the end of the Japanese war to prepare a new war book for the Postal and Telegraph Censorship Department. Not only should the plans for Postal and Telegraph Censorship in time of war be kept up-to-date, but a nucleus of officials to work in the organisation should also be maintained.
