THE SUE-COMMITTEE had before them telegrams FENDERS 181 and 182; minute by the Secretary (J.I.C./883/45, dated 28th June, 1945) covering a draft reply; and minute by the Secretary (J.I.C./898/45, dated 30th June, 1945) covering comments by the Director of Naval Intelligence on the draft reply. FENDERS 181 and 182 contained the American proposal that C.I.O.S. should be dissolved upon the dissolution of S.H.A.E.F. except that the C.I.O.S.
