THE CHAIRMAN said he felt for the sake of order there must be some measure of sacrifice regarding the removal of documents. If the Admiralty and Air Ministry wished to make far reaching exceptions, then other interested Departments, including the Foreign Office, would also wish to make exceptions. There was a danger that these exceptions would not be treated as such but as a rule. He was sure that unless very stringent rules were applied all departments concerned would lose valuable intelligence material.
