4. HANDLING OF JAPANESE DOCUMENTS BY S.H.A.E.F. THE SUB-COMMITTEE had before them a Minute by the Secretary (J.I.C./177/45 dated 11th February, 1945) covering a Minute by the Director of Military Intelligence; and an exchange of signals between himself and General Bissell, Assistant Chief of Staff, G-2, Washington concerning a directive issued by S.H.A.E.F. to their Japanese section on the handling of captured Japanese documents. THE DIRECTOR OF MILITARY INTELLIGENCE explained that General Bissell disagreed with the S.H.A.E.F.
