SIR STEWART MENZIES asked whether the action proposed would mean that the neutral countries concerned would have to break off relations with Japan and if so, whether it was a possible proposition. He thought that perhaps the neutral countries could say they were doing it under pressure and that therefore relations would not be broken off. THE CHAIRMAN thought that the proposal was not impossible. The Americans, for example, had shown themselves ready to bring considerable pressure to bear on neutrals.
