f the quarterly and monthly reports, assessing only the results f the bombing offensive, a broader paper should be prepared ach month showing :(a) the main weaknesses in Germany's capacity to resist; (b) what weaknesses were likely to develop. The paper would be accompanied by two annexes, one summarising the effects of bombing on war production and civilian morale, the other summarising the effects of bombing carried out in direct support of military operations. THE ASSISTANT CHIEF OF THE AIR STAFF (INTELLIGENCE) pointed out that the present reports were of considerable value for the Chief of the Air Staff with regard to future bombing policy.
