ENCOURAGEMENT OF DESERTION OF RUSSIAN AND OTHER FOREIGN SOLDIERS IN THE GERMAN ARMY. THE DIRECTOR OF MILITARY INTELLIGENCE said that some 25 per cent. of the German Army in France and the Low Countries were non-Germans, and of these a large proportion were Russian.
