SIR HAROLD HARTLEY reminded the Sub-Committee that his Committee had reason to have considerable confidence now in their figures of production and consumption. Over a long period they had made forecasts of trends in the enemy oil position. These forecasts had, to a remarkable degree, been justified in the event. If, therefore, forecasts of trends were consistently proved to be accurate, there was reason to have confidence in the accuracy of the statistics of production and consumption that had been quoted.
