COLONEL VICKERS considered that either the Americans based their figures on some Most Secret information which we had not received or they had deduced them from their estimates of the probable Japanese reactions to the American Naval operations it was proposed to carry out. In the latter case the Americans might have ignored the fact that the amount of oil, which they estimated, might not in fact be available to the Japanese. THE SUB-COMMITTEE:Agreed to the proposal of the Technical Sub-Committee on Axis Oil and instructed the Secretary to send their Minute in the form of a telegram to the British J.I.C.
