It was generally agreed that a distinction should be drawn between the provision of information and facilities to the Russians of such a nature that their possession would help the Russian contribution to the common end of defeating the enemy, and the provision of other information and facilities for which the Russians asked. We should in no case refrain from or delay in granting requests in the first category. As regards other requests we should be guided by the advice we received from General Burrows after he had reached Moscow and, after discussion with His Majesty's Ambassador, formed his own opinion of the best tactics to adopt.
