The result of this would be the existence of two separate C.S.D.I.C.'s each under its own Commandant, each of whom would be responsible to his respective D.M.I. After discussion, THE SUB-COMMITTEE:- (i) Agreed generally with the recommendations put forward by the D.D.M.I.(P.W.): (ii) Instructed the Secretary to despatch the draft telegram annexed to Brigadier Crockatt's Memorandum, as amended in discussion, to A.F.H.Q. Algiers and to G.H.Q. Middle East. 3. FOREIGN SERVICE AND CIVIL ATTACHES. THE SUB-COMMITTEE had before them a Minute by the Secretary (JIC/1818/43 dated 13th November, 1943) covering a Memorandum prepared by the Security Service in conjunction with S.I.S. concerning the danger of leakages of information through Foreign Service and Civil Attaches. After discussion, THE SUB-COMMITTEE:- (i) Agreed - (a) that the three Service Ministries should be pressed to limit as far as possible the visits arranged for neutral Service Attaches; (b) that if such visits are arranged, the greatest possible care should be taken by the conducting officer/to see that the Attache is only allowed access to those parts of the establishments visited which he is intended to see: (ii) Invited the Security Service to send lists of the British contacts of each of the Service Attaches to the Director of Intelligence concerned and to the Secretary. 4. MEETING WITH MAJOR-GENERAL GRIMSDALE. MILITARY ATTACHE, CHUNGKING. MAJOR-GENERAL GRIMSDALE gave the Sub-Committee an account of the present situation in China. The following were the main points: -2-
